The Convention was ratified by the People's Republic of China on 1992-08-31 to increase membership to four countries. Although the Soviet Union had participated in the development of the Convention, it was not ratified there until 1994-12-16, by the Russian Federation. The Republic of Korea acceded to the Convention on 1995-7-30.
